The Office of the Ocean County Prosecutor is the chief law enforcement agency in Ocean County, located in the county courthouse at 119 Hooper Ave, Toms River, NJ 08753, United States. This Office is responsible for actively supporting and providing leadership, resources, and supervising local law enforcement alongside municipal prosecutors within Ocean County. The staff typically comprises a unique group of professionals who excel in particular areas and work together to investigate and prosecute criminal activity. It is committed to seeking justice at all times and meeting the needs of crime victims transparently, effectively, efficiently, and uniformly across Ocean County.
Bradley D. Billhimer is the current Prosecutor in Ocean County. He was appointed to this Office in September 2018 by Governor Philip Murphy. Murphy was sworn in on October 09, 2018, in front of his family, friends, and colleagues by the Honorable Marlene Lynch Ford, A.J.S.C. Prosecutor Billhimer started his public service in 1994 as an intern for former United States Senator Frank R. Lautenberg in Washington, DC. He continued his public service as a Law Clerk to the retired Honorable Barbara Ann Villano, J.S.C.
Notably, Prosecutor Billhimer is a former Judicial and Prosecutorial Appointment Committee member for the Ocean County Bar Association. He is a member of the New Jersey State Bar Association and the Ocean County Bar Association.

Units

The Office of the Prosecutor comprises seven units, they include:

Criminal Investigations

The Criminal Investigations Unit typically includes Major Crime and Special Victims. Usually, Major Crime investigates most of the severe criminal cases in Ocean County. It consists of Vehicular Homicide, Arson/Environmental, Homicide/Missing Persons, Firearms Training, and Cold Cases. This unit is staffed with Assistant Prosecutors, Agents, and Detectives who are experts in their particular fields.

Litigation

The Litigation unit is the most extensive section in the Ocean County Prosecutor's Office. It comprises of Administration Juvenile, Appellate, Trial, and Grand Jury. The Administration section oversees human resources, site maintenance, fleet management, personnel, clerical, and support services.

Narcotics Strike Force

The Narcotics Strike Force aims to identify, investigate, and apprehend persons and organized criminal groups involved in distributing narcotics in Ocean County.

Professional Standards

Professional Standards unit generally accepts and documents all complaints from citizens against law enforcement personnel under the Ocean County Prosecutor’s Office. Additionally, it investigates allegations of criminal acts committed by police.

Special Investigations

Special Investigations include several sections, such as Economic Crimes, High-Tech Crimes, Corruption, Intelligence, and Homeland Security.

Special Offenders Unit

The Special Offenders Unit handles numerous specialized case initiatives, such as involvement with defendants with developmental and intellectual disabilities alongside age-related neurocognitive impairments.

Victim/Witness

The staff in this unit is highly trained and compassionate. They are assigned to a case as needed to help victims, witnesses, and their families.

Ocean County Jail, NJ

About the County Jail

The Ocean County Jail is a medium security regional correctional faculty for adult inmates. This facility is located at 114 Hooper Avenue, Toms River, NJ, 08754. It typically houses offenders from all of Ocean County. The Ocean County Jail operates under the Ocean County Department of Corrections, which acknowledges that the facility's security and the safety and welfare of the community, inmates, and staff are its primary responsibilities.
The county jail is the most extensive prison office in Ocean County, arranged on five sections of land in metropolitan Toms River. It typically houses more than 190 minutes at a time. Most offenders at this correctional facility are awaiting trial, bond, or serving short sentences, usually less than two years. It has been operating since 1997 and flaunts about 953 bookings yearly. The monthly average of total bookings in Ocean County Jail, New Jersey, is 118.
This jail is operated by about 109 staff members responsible for providing safety and security at the facility. In a typical year, this jail uses more than 82 offenders in its in-office work details to help administrate the kitchen, clothing, and other activities. Additionally, this facility oversees and works the Ocean County Work Leave Center near the jail.
There are numerous opportunities for offenders at the Ocean County Jail, including computer education, G.E.D., substance abuse treatment, religious programs, financial education, and anger management courses.

This search tool directs you to the jail's Inmate Database Search, which gives you the following two options:

  • Search the inmate database by entering the first and last name in the text boxes provided. Here you can give the inmate's first name, last name, or date of birth.
  • Search the inmate database by selecting an identifier from the drop-down list or entering a value in the field provided. Enter the inmate’s Booking Number, Permanent Number, or County ID and Value

If you need additional information regarding an offender, such as charges and bail, you can call the jail's main number, and one of the staff members will be happy to assist. The number to call is (732) 929-2043. Remember, the jail staff will require you to provide the offender’s correct full name, aliases, or identification number. You can also give the inmate’s physical description where necessary.
