Ocean County Man Arrested On Child Porn Charges

Toms River – NJ, Ocean County Prosecutor Joseph D. Coronato and Manchester Police Chief Brian Klimakowski today announced the arrest of Frank S. Lochwood, Jr, 67, of the Whiting section of Manchester Township, for the Possession of Child Pornography.    

On June 18, 2014 members of the Ocean County Prosecutor’s Office High Tech Crime Unit (HTCU), U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), and Manchester Township Police Department executed a search warrant at the Molly Pitcher Blvd residence of Lochwood for evidence pertaining to the Possession and Distribution of Child Pornography.  The search warrant is the culmination of a proactive online investigation headed by HTCU spanning several months.

As a result of evidence seized in the search, Lockwood was taken into custody and charged with one count of 3rd Degree Possession of Child Pornography by HTCU detectives.  A forensic preview of Lochwood’s computer revealed he possessed numerous images depicting the sexual exploitation of children.

 Bail for the current Child Pornography charge was set at $50,000 with no 10% option by the Honorable Judge Francis Hodgson.  The charge was approved by Assistant Ocean County Prosecutor Hillary Bryce.  Lochwood was transported to the Ocean County Jail where he was lodged in default of posting bail.

The media and public are reminded that criminal charges are merely accusations and that these defendants are presumed innocent until and unless proven guilty.
